To promote art development, the government’s strategy for spending money is also crucial. Many exhibitions in Hong Kong are actually free, but the recent exhibition displayed in Edinburgh Place in Central Hong Kong was truly embarrassing. That area is a hub for the international elite, and even someone with a slight knowledge of art would consider the exhibition to be of low quality. The Hong Kong government should find individuals with high taste, and no commercial conflicts of interest, to design exhibitions to both reduce costs and raise the artistic standard.

Hong Kong actually has many good programs, such as the recent success of the former Urban Services Department (now part of the Leisure and Cultural Services Department) in inviting several foreign celebrities, including the master jazz musician Herbie Hancock, to perform in Hong Kong. Unfortunately, Hong Kong has a serious problem regarding the musical arts: a lack of hardware. For instance, it lacks a concert hall or opera house comparable to those abroad.
